HOME Investment Partnerships (HOME)

Woonsocket's Safe at HOME, a HOME Investment Partnerships Program, provides loans to fund a wide range of activities including homeowner rehabilitation and owner-occupied investor rehabilitation exclusively for low-moderate income or fixed income households, so their homes meet Rhode Island’s Property Maintenance Code and remain safe and healthy. This includes correcting code violations, addressing lead hazards when present, and replacing standard household fixtures and appliances. This program does not cover luxury or elective upgrades. Woonsocket’s Housing and Community Development Division ensures the proper administration of these federal funds through current compliance and documentation practices.

Exceptions to policies restricted by the application may be made at the discretion and review of the City and based on funding availability, need, and value. Proposals presenting exceptions to the program policies established for investor and non-profit developers should begin with a letter of inquiry. If the inquiry passes the threshold review, you will be instructed to submit a complete application package during the open application period. Applications are not being accepted at this time.
